            The Technical Planning Section is created as one group composed of personnels with technical capabilities in performing the major plans and projects of the Local Chief Executive. Spearheaded by Arch't. Jose A. Dureza as Consultant on Technical Planning, an experienced architect having vast experiences not only in his hometown but also abroad, who is working hand in hand with the City Planning and Development Office in the execution of short and long term development plans of the present administration.  

                  

             Through  the Hon. Mayor Monico O. Puentevella, an Executive Order was approved creating the "LIVEABLE CITIES DESIGN CHALLENGE TEAM" whcih consists of  the following members:

         Among the major accomplishments of the LCDC team assisted by the Technical Planning Section - CPDO, are the different conceptual plans for Urban Redevelopment at the Central Business District which highlighted projects designed to be sustainable, disaster-resilient,  and liveable  namely:

 

                    

1. "URBAN FOOD CENTER “SABOR BACOLOD" - This is designed as a must stop Food Hub that will offer an array of local cuisine that the City has been           known for years.  

 

2. "CITY  HOTEL" - This site is an abandoned children’s park at Rizal and Fr.       Ferrero next to the Manokan. Owing to the shortage of hotel rooms an 8-         storey hotel Casa Bacolod is being considered as a profitable and sustainable   project being a part of the new Azucarera.

 

 3.  "THE AZUCARERA and DISASTER EVACUATION CENTER" - The new Azucarera will replace a complex known as the Bacolod Arts, Youth  and Sports Center, a non-performing asset and an eyesore. Existing lower ground level gym at Fr. Ferrero St. will be a  pay parking space for 150 vehicles on normal days. In emergencies the parking area will be used as evacuation center for nearby coastal barangays.

 

4. "ENHANCEMENT OF BACOLOD  PUBLIC PLAZA" - This will be renamed Plaza 6     de Noviembre (6th of November 1898) comemorating the day that Negrenses

revolutionaries took the power from the Spanish throne. Minor additions will be introduced like park furniture, lamps, pavers, sculptural works, signs, etc.   planters and pavings, the old fountains will be repaired, clothing vendors and flower merchants moved elsewhere. 

 

5. "CENTRAL MARKET REDEVELOPMENT" -  The ground floor at the east side will be allotted for produce, meat, poultry and fish section. The central area will be an activity or exhibit area surrounded by the food court.The west half will be rental spaces to accommodate former tenants in good standing.The second level will be shops and  stores for dry goods.

 

6. "ARANETA  STREET  PEDESTRIAN  MALL" - This is a segment of Araneta St. from Luzuriaga St. to the Plaza’s south side that will serve as entrance way to the Plaza and the Bishops House for an historically significant reason. Bollards will divert traffic but would allow emergency and service vehicles. The space gained will accommodate smart carts, kiosks, street furniture and paved with colored recycled pavers. The street mall will be roofed over with steel framed translucent material, hanging plants, green screens and lightings.

 

7. "OLD BACOLOD CITY HALL RENOVATION" - The centrepiece of the renovation is the construction of a near replica of the Luzuriaga ancestral home which served as the original seat of the municipal and later city government. This replica will house a visitors’ center, the scale model of the Bacolod, historical and cultural audio-visual presentations and other exhibits.   The second floor will connect to the existing structure which will house the proposed city’s digital archives and other exhibits. Landscaping will restore the Fountain of Justice with a huge cast iron kawa (vat) used for making muscovado or raw artisanal sugar in the old days.
