It was learned through folktales from generation to generation that the early Ilongo settlers came from Panay Island that had lived on the mouth of two (2) famous and legendary rivers known as Lupit River and Magsungay River. The name Magsuay became the name of one of the Sirios called SitioMagsuay, an area located at the Western Coastal side of the Barangay.
Sitio Magsuay has an area of 350 hectares bounded on the north by Lupit River, on the east by Lot No. 1225 (Subdivision) owned by Antonio Lizares& company & Lot No. 507 (Airport Subdivision) owned by the family of Jose and Henrietta Torres and Guimaras Strait on the Western side.
The legend of Sitio Singcang tells of a Chinese Trader named “Sin Can” who owned the only grocery store in the community during the 20th century. It is a Sitio which before the construction of the Bacolod City Domestic Airport, encompasses the area ofwhat is known as Sitio Airport and when the area became densely populated another coastal was added known as SitioCalong-Calong.
In 1959, Bacolod City Sanitary Health Inspector, Rafael Denisa encouraged Toribio Animas Estocado to run for election and won as the first Teniente del Barrio from 1959 to 1960. He became the first elected head of the Barrio again for the same position up t 1961. During the incumbency of Mayor Teofesto M. Cordova and Vise Mayor Romeo G. Guanzon, Ordinance No. 122 was passed in consonant to Republic Act 2264 creating “Barrio Singcang-Airport” which took effect on May 1, 1962 which was carried by the vote of Councilors: Benjamin Barredo, Ramon D. Misa, Inocencio Y. Lucasan, Jose R. Ramos, Rolando C. Estrella and Napoleon R. Gonzaga.
After serving for two (2) terms, ToribioEstocado decided not to run but instead support the candidacy of Hon. Mariano C. Agriam who became the nest Teniente del Barrio from 1961 to 1965 and another reelection in 1965 to 1971 as Barrio Captain under Mayor Romeo Guanzon, nonetheless, J.R. Torres Elementary School was founded when donor Don Jose R. Torres donated Five Hectares of land and constructed four room building.
During the time of President Ferdinand Marcos, Dr. RaymundoPandan was voted against Mariano Distrito Sr., the Purok President of Magsungay and the Sunset-Village Homeowners Association, whose san Ronnie B. Distrito later on became the creation of Kabataang (KB), a youth organization chaired by the National Federation Chairman, Imee Marcos.
Due to his long term in office, Dr. RaymundoPandan has three KB Counterparts who served simultaneously under his administration; KB Chairman Manuel Magdaraog, Francisco Patrimonio and Dennis Perma. This also started naming the Barrio as Barangay Singcang-Airport which gave way to the establishment of J.R. Torres High School after it was nationalized through the help of Assemblyman Alfonso Garcia.
There was an uprising the establishment government on February 21, 1986 that led to People Power Revolution which brought about to the appointment of Hon. Magdalena P. Juaneza as the OIC Barangay Captain by OIC Mayor “Remache” Parreňo. She served until the 1989 Barangay Election which was collegial in form, wherein the candidate who got the highest number of votes will become the Barangay Captain. Mrs. Jauneza won the said election, and served until 1994. During her incumbency, the first election of the SangguniangKabataan was also held, with Caesar Distrito elected as the first Chairman of the SK.
Hon. Magdalena Jaunez decided to quit politics but nevertheless supported then Kagawad Ronnie B. Distrito, who handily won the said election against his opponents and served from 1994 to 1997. SK Chairman Ceasar Distrito also won his second term in 1996 SK election whose terms will end in 2002. Hon. Distrito won again for his second term from 1997 to 2002 but served his constituents from 2002 to 2007, with SK Chairman Rosinie Z. Distrito.
Hon. Ronnie B. Distrito regained his prestige by winning a very large margin of votes from a RDM- Amay Alliance and other various supporters against the incumbent Punong Barangay with SK Chairman, Dee Mark Estores in 2008.
Barangay Singcang is one of the biggest among the Sixty one (61) Urban Barangays of Bacolod City comprising Thirty Six (36) Puroks with total population of Thirty One Thousand Three Hundreds Seventy (31,370) as of August 1, 2007 population census.
