Barangay 4 was created by the City Ordinance No.08 last December 17, 1985. It also approved and adopted the Recommended Delineation of Boundaries of Sixty One (61) Urban and Rural Barangays of Bacolod City.
Barangay 4 covers a total land area of 24.713 has. or 247,130 square meters.
When it was chartered it has originally four (4) Puroks namely Kamote Kahoy, Tam-is, and Ube. But due to migration of informal settlers and increase in birth rate, two (2) additional Puroks were formed namely Oraro in 2002 and Gabi in 2011. This step was implemented to serve constituents efficiently and effectively in providing basic services in the practice of good governance.
Mr. Patricio Baterna was the first appointed Punong Barangay and he served for a period of ten (10) years. Due to the demands of the existing conditions and in order to have a semblance of people participation in the government, Parliamentary Bill No. 2125 was filed at the Batasang Pambansa calling for the election of Barangay Officials.
This Election bill was enacted into law on March 23, 1982 as Batas Pambansa Blg.222, otherwise known as the Election Act of 1982.
In the first Barangay Electoral practice in May 17, 1982, Atty. Rodrigo Paclibar was voted as Punong Barangay with the term of six (6) years. However, during EDSA Revolution in 1986 his term of office was shortened when Hon. Corazon C. Aquino assumed presidency. The appointed City Mayor Amado “Remache” Parreño appointed Felomena P. Lim as Punong Barangay.
At the resumption of the electoral Process in 1994, Mr. Freddie T. Vargas, Jr. was elected as Punong Barangay and served until 2007.
In the election of Barangay in 2007, a new breed of management team took over the helm of the Local Government unit. Dr. Antonio B. Ongsingco was elected Punong Barangay.
It is during his first term that he introduced and exercised radical changes to improve the image of the Local Government Unit. Responsibly for accountability and transparency in governance was given topmost priority to achieve its Vision and Mission.
In the election of Barangay in 2013, Mr. Freddie T. Vargas, Jr. had successfully won the election.
