        Barangay 3 is an urban community located in the heart of the City of Bacolod with a total land area of 14,668 hectares. The tagline “WATER RANCH” describes the manner in which the barangay catches water from the upland areas during the rainy season, settle in the community due to its location as lowland area thus it serves as a catch basin. During the early years the barangay is likened to a ranch (kwadra) because of the presence of farm animals grazing and the abundance of cogon grasses eaten by these animals. There are also swampy areas used as fishponds to grow tilapia and catfish that serves as livelihood of the people during that time.

 

          Probably, at late 70’s Barangay 3 came to existence as a barangay, during that period the Punong Barangay is called Teniente del Barrio.  The first to sit as Teniente del Barrio is Mr. Emilio Pariñas Sr. Then came the EDSA Revolution in 1986, where the late dictator President Ferdinand E. Marcos fled into exile at Hawaii and the reign of powers was handed to Mrs. Corazon (Cory) C. Aquino, wife of the assassinated Senator Benigno Aquino Jr. During President Aquino’s term all government officials was removed from office to give way to a transition government and a conduct of a free election.

 

          In that transition phase Ms. Rosalie Clemente was appointed (collegial) as Barangay Captain. Mr. Romeo Siancua Sr. became the first elected Barangay Captain of Barangay 3, Bacolod City in the first Barangay election during the Aquino government. During his term the site of barangay hall was a chapel of Purok Lubi 2 at 24th Calamba Street and it was converted into an office. Mrs. Brigid S. Tan became the 2nd Barangay Captain of Barangay 3 when she defeated incumbent Brgy. Capt. Mr. Romeo Siancua Sr… In her administration a two-storey barangay hall was constructed and she was also instrumental in securing a deed of donation of the lot where it stands, was awarded by the Capitol Subdivision Management to the barangay. Today, Barangay 3 is headed by its dynamic and youthful Punong Barangay Hon. Ricky G. Filoteo.
