Barangay – 1 was officially created in 1973 in virtue of Presidential Decree No. 89 and 86 – stating that all the Barrios and Poblacion in the Philippines will be changed into Barangay’s.

 

     Pursuant to Republic Act 3590 as amended by the Presidential Decree No. 86 and 89 – all the power vested in the Barrios shall henceforth be exercised by strengthening and defining the role of the Barangay. P.O.D. 86-A provides that all collectives’ views of the people shall be considered in the information of national policies and programs.

 

     Although the Barangay was conceived originally as a new mechanism through with the citizens could react on the public policy and programs, decisions recent development indicate that it is being transformed into an administrative area of government as part of the delivery system of service to the people.

 

    When Martial Law was declared by the deposed Pres. Ferdinand E. Marcos, it was then that Barangay has been created.

 

    The first appointed Barangay Captain of Barangay – 1 was Mr. Berting Atesor who served the community as Teniente del Barrio for Five Years and was followed by Mr. Eulogio Delos Santos who took over the Captain's duties and  performed his obligations to the Barangay. During the years, Bacolod City Mayor Remache Parreño had appointed Mr. Jose Feria to act and work out to the position of the Barangay Captain actively through year 1986 – 1984. Thru Collegial Election dated C.Y. 1989 – 1994 Mr. Baltazar Java had been triumphant on his political aim and was replaced by Barangay Captain Benita Sarap winning twice during year 1994 and year 2002.Thru the Barangay Elections, she was replaced by Punong Barangay Sammy C. Gaitan, Sr. in year 2002 through the Barangay Election and on year 2007 and year 2010 – winning for three consecutive elections (3 Terms). And serving the Barangay Community to date  is PB Rosalina Tinosan who was successfull in winning the recent barangay election last 2013.
