In the early 1970’s, the City of Bacolod was faced with settlement problems caused by the high incidence of informal settlers who were occupying open spaces of both private and government-owned lands. Most of these settlers were displaced laborers in the sugar industry which at the year was beset by problems of low prices in the world market. These settlers came to Bacolod in the hope of finding employment and a better life.
The unexpected growth I population obscures the existing structure for delivery of services, particularly I the area of housing. Majority of the migrants (informal settlers) were unable to acquire home lots for themselves because of the very nature of their life circumstances, thus, these settlers put up makeshift structure that serve as dwelling places whatever they could find open space that easily accessible to business centers.
Informal settlers continued to generate. The national government, realizing the hazards of these that pose to health and safety prioritized programs such as housing needs focusing the provision of small but affordable home lots to low – income families.
