Barangay 9 is an Urban Barangay of Bacolod City, Bacolod is situated on the Northwestern part of the island of Negros Occidental is bounded by the Guimaras strait on the West, the City of Talisay on the North, the Municipality of Murcia on the East and Bago City in the South.
Barangay 9 was created by City Ordinance no.8 on December 17, 1985, approving and adopting the Recommended Definition of boundaries of sixty-one (61) Urban and Rural Barangay of Bacolod City.
Barangay 9 covers a total land area of 25,441 square meters. The boundary perimeter of the barangay starts from the North Capitol Road going South along Lacson St., to Galo St., embracing all residents public and private buildings on the Western sides of Lacson St., going right on Galo St., going right on Locsin (SMITH) St., and including houses only on the East side of Lacson , then left on Burgos Street., going down to the corner of Gatuslao St., (to El Camino at the corner) and including houses only on the North side of Burgos St., . Finally, from Burgos St., right to Gatuslao St. And going North back to Capitol Buildings (888, Land Bank of the Philippines, Hall of Justice, Negros Museum and Capitol Building) on the East side of Gatuslao St.
The Barangay is composed of four (4) puroks, namely: Purok Calachuchi, Purok Daisy , Purok ,Tapulanga, and Purok Rose.
Mrs. Luisa Macaday was the first appointed Barangay Captain (also known as Teniente del Barrio) who was appointed by the late Congressman Romeo Guanzon. She held the position for ten (10) years from 1972 until 1982.
When Parliamentary Bill No. 2125 was filed at the Batasan Pambansa calling for the election of Barangay Officials, the Bill was enacted into law on March 25, 1982 as Batas Pambansa blg. 222, otherwise known as Election Act of 1982.
After the May 17, 1982 election, Mr. Domingo Acrobillas was elected Barangay Captain with six (6) years term in office. He was the first elected Barangay Captain of Barangay 9. It was during his abbreviated term of office when the Barangay Council approved the use of flowers DAISY, ROSE, CALACHUCHI and TAPULANGA (GUMAMELA) to identify the four puroks of Barangay. The presence of Gumamela plants beside the fence of the Guirnela family inspired the Barangay Council to adopt the use of four (4) commonly known flowers. Presently, due to the forced relocation of squatters in the area, only a handful of residents lived in Purok Rose and Daisy. The main concentration of inhabitants is found in Purok Calachuchi.
However, the term of office of Mr. Acrobillas was shortened when the EDSA Revolution took place in 1986. President Ferdinand Marcos was deposed and fled in exile. Mrs. Corazon C. Aquino, the widow of the slain Benigno Aquino was installed as President of the Philippines. What followed was the appointment of Amado “REMATCHE” Parreno as City Mayor of Bacolod, who in turn, appointed the number 1 councilman Catalino Alisbo as the Barangay Captain.
In the succeeding Barangay Election in 1993, Mr. Alisbo was officially elected Punong Barangay. It was during his term of office that the present Barangay Hall was built after he had haggled with the late Governor Alfredo Montelibano Jr. to donate the Portion of the lot adjacent to the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH).The barangay Hall was named Corazon Locsin Montelibano Memorial Hall to Accede to the request of the late Governor. In the election of 1997, Punong Barangay Alisbo was re-elected. In 2002, he ran for office in the Sangguniang Panglungsod and won.
After he assumed office as City, the number 1 kagawad Gary Yanson became the Punong Barangay by succession. In the following barangay election held on October 29, 2007, Gloria Madrid Alisbo, the wife of Councillor Alisbo was elected and became the next Punong Barangay. However, her term of office was cut short when she resigned. The number 1 kagawad Ronnie S. Serrano became Punong Barangay in May 2009. In the Local Election of October 25, 2010, Punong Barangay Ronnie S.Serrano was elected convincingly. His term of office goes for three (3) years until the next election set for 2013.
