Barangay 7 was officially created by virtue of Presiential Decree No. 86 and 86-A stating that all barrios and poblacion in the philippines will be changed into Barangays. P.D. 86-A provides that the collective views of the people shall be considered in the formulation of national policies and programs. Although the Barangay was concieved originally as a new mechanism through which the citizens could react on public policy and program decisions, recent development indicate that it is being transformed into administrative area of government as part of the delivery system of services to the people.
