   Barangay 40 is situated southeast of the city and also within the heart of the city. It was created by virtue of Presidential Decree 86-A by then  President Ferdinand Marcos in 1973.

 

   Its natural and physical boundaries consists of Magsungay Bridge in the east going to Murcia and the borderline of the streets, Libertad and Lacson along Libertad, the opposite Barangays are 31, 33, and 38. At Lacson going to another Magsungay Bridge, the opposite of which is Barangay 39.

 

   Barangay 40 is well known as the “Tondo of Manila” because of the migration of international people coming from nearly towns and cities of the province. Everyday there are stabbing and shooting incidents caused by different people who are not residents of the Barangay. Usually the victims are from Barangay 40 or from other Barangays of Bacolod.

 

   Many residents are selling vegetables and fish in the market. The children are selling plastic bags for a living.

 

   Under the leadership of Ellery A. Cadeliña, former Barangay Captain who completed his three successive terms last 2005, the Barangay Hall was constructed after the lot was donated  by Don Vicente Lizares. The Barangay Hall is one of the biggest in the city. It is the vision of former Barangay Captain to house the people living near the river in times of calamity like fire, flood and typhoon. Since the Barangay Hall was constructed, it has already served the constituents during typhoons. At present the Barangay Hall  needs further renovations.

 

   With the continued support of the people and efforts of the Barangay Officials, Purok Officials and Barangay Employees, the problems besetting Barangay 40 can be solved. For there is a saying that in unison there is strength and nothing is impossible with the cooperation of everybody.
