   Barangay 39 was officially created by virtue of the Presidential Decree no. 86 and 86-A stating that all barrios and Poblacion in the Philippines will be changed into Barangays. PD 86-A provides that the collective views of the people shall be considered in the formulation of national policies and programs. Although the Barangay was conceived originally as new mechanism through which the Citizen could react on the public policy and program decisions, recent development indicate that is being transformed into the administrative area of government as part of delivery system of service to the people.

 

   In the year 1972, the first designed Barangay Captain of Barangay 39 is Mr. Silverio  Alit w/ 6 appointed councilmen. On April 1973 Mayor Carlos Benares requested an emergency citizen’s assembly purposely to appoint the corresponding Barangay Officials thru public nominations until the time in 1982 when Pres. Ferdinand Marcos called an election for Barangay Captain Antonio Go was elected as Barangay Captain and after his death in 1984, Miss Juliet Hinolan took over. After the EDSA Revolution, OIC Mayor Amado Parreno appointed Agaustin V. Danoy Sr. as Barangay Captain and successively won this election and was replaced by his son Punong Barangay Santi Danoy.

 

   Barangay Captain Danoy was awarded as the most outsanding Barangay Captain of the Philippines last 1995 for his meritorious achievement in the public service. On of these was his out-of-school youth vocational school in Practical Electricity refrigeration and air-conditioning.
