CITY PLANNING AND DEVELOPMENT OFFICE
It has been the practice of every Barangay to submit a list of prioritized projects for the fiscal year. There are others who simply submit a list of projects but sad to say not be implemented due to lack of funds.
In the year 1972, the first designated Barangay Chairman of Barangay 38 was Miss Vergie Alcala and Barangay 38 was officially created in January 5, 1973 into a Barangay virtue of PD No. 86 and 86-A starting that all bring barrios and poblacion n the Philippines will be changed into Barangay.
Pursuant to RA 3590 as amended by PD. 86 and 86- A all power vested in the barrios shall henceforth be exercised by strengthen and defining the role of the Barangay PD. 86-A that collect views of the people shall be considered in the formation of national policies and programs.
On April 16,1973, city Mayor Hon. Carlos Benares requested an emergency Citizen Assembly purposely to appoint the corresponding Barangay Officials there public nomination. Mr. Hilario Paz had been appointed Barangay Captain until the time is the year 1982 when President Ferdinand Marcos called as election for the Barangay Captain and Councilmen throughout the country. The results of such elections are as follows with:

During the administrations of OIC Mayor Amado Parreno in 1986-88, all Barangay Officials were appointed for positions. Mr. Tibus Sr. took oath office as Barangay Captain and appointed six persons as members of his Barangay council.
In 1988, the council of Barangay 38 was conducted as collegial election for Barangay officials Mr. Agustin Alzaga was voted Barangay Captain and elected six councilmen and KB Chairman namely:

Barangay Kagawad - Emmanuel Alzaga
Barangay Kagawad - Mariano Relola
Barangay Kagawad - Domingo Mamigo
Barangay Kagawad - Rogelio Romo

KB Chairman - Noel King
Mr. Alzaga was not able to finish his term as Barangay Captain due to his untimely demise. Mr. Romeo Escalona being the no. 1 kagawad took over the position left by Mr. Alzaga by virtue of succession.
In line with the 1994 plebiscite election called by the commission on Election for Barangay captain together with the Barangay kagawad having a majority votes as follows:

The Barangay Council has appointed Ma. Cristina Montenola as Barangay Treasurer and Filipinas Olan As Barangay secretary.
In the year 1994 under the leadership of Barangay Captain Escalona with the aid of a Japanese foundation a Barangay hall was duly constructed in 1997.after a year the construction of Mini-Gym was materialized under the administrationof congressman Romeo G. Guanzon, Barangay 38 made barrios improvement of the installation of water facilities, drainage system and road widening.

Barangay 38 has participated in some civil and private organization and to mention Bacolod city Maskara Street Dance Competition were they won 3rd place and best in costume in year 1993. Famous landmark of Barangay 38 are the first Chinese School Tay Tung High School Volunteers Chamber Fire Brigade and Golden Swan Embroidery near Barangay Hall.
Barangay38 is blessed with productive and efficient politicians like the late congressman Romeo G. Guanzon , SK president Chairman Cristine Angelie M. Espinosa and presently Hon. City Mayor Evilio R. Leonardia.
Barangay 38 is a drug free awardee and awarded as one as one of the cleanest and greenest Barangay out of 61 Barangay of Bacolod city. With 3 specials awards of well maintained Cluster of plants and Lanscaped Garden Plots. Functional Waste Segregation Center of Material Recovery Facility and Composting Center and Absence of eyesore and litters.
Today, there were many changes and development in the Barangay under the able leadership of honorable Punong Barangay Manuel L. Mendoza Jr. and with the support of his council, purok officials, Barangay constituents and other sector.
