On September 21, 1974, two years after former President Ferdinand E. Marcos established the new society; Presidential Decree no. 557 was issued declaring all barrios in the Philippines as Barangays. This was a significant day for the Barangay because with this decree, they were given status as the basic government units in the nation’s political structure.

The revised Barrio Charter (RA 3590) as amended  by Presidential Decree No. 86 and 86-A became the Barangay charter. All the specifications on the powers, functions, duties and responsilbilities in the old Charter were atomatically adopted by the Barangay as basis for administrative policies.

Prior to the issuance of Presidential Decree No. 557, the President promulgated the Presidential Decree No. 86 and 86-A that preceded Presidential Decree No. 557, Presidential Decree No 86, created citizen assemblies and expanded for the right for the assembly membership to 15 years old among the assembly members. Thus, was the creation of the Barangay 33 upon this description of territorial boundary.
