CITY PLANNING AND DEVELOPMENT OFFICE
Year 1972, after President Ferdinand Marcos declare Martial Law, Barangay 32, now as it has been called was formerly named according to the name of the streets commonly called MALALUSAN ZONE which stands for Mabini, Lacson, Luzuriga and San Sebastian.
Presidential Decree No. 557, declaring all Barrios in the Barangay on September 21, 1974 is the basis for creation of Barangay 32.
Prior to the issuances of PD No.557, the President promulgated PD No. 86 and 86-A which precede PD No. 57. PD. 86 And 86-A created the citizens assembly and expanded the rights of the assembly membership to 15 years old among the assembly member.
On December 19, 1985, Hon. Jose Y. Montalbo Jr, then City Mayor of Bacolod city approved and adopted the delineation of boundaries of the 61 urban and rural Barangay in the city of Bacolod.
