The Barangay became the Basic Government Unit in the Nation’s Political Structures on September 12, 1974. Presidential Decree No. 557 created barangay to provide popular participation in shaping-up public policy. All powers, duties, functions, responsibilities of Barrios, Assembly, Councils and Officials enumerated revised Barrio Charter (Republic Act No. 3590) was assimilated by the Barangay.
The Barangay 26 was performed and organized in December 17, 1985; it was take effect the ordinance otherwise known as the “Barangay Charter”. A City Ordinance No. 08 was created approving and adopting the recommended delineation of boundaries of sixty-one (61) Urban and Rural Barangay in the City of Bacolod. This was prepared, submitted and signed by the Sangguniang Panlungsod of Bacolod the Former City Mayor, Hon, Jose Y. Montalvo and Vice Mayor, Hon, Jose H. Las Piñas in December 19, 1985.
The Barangay 26 is one of the forty-one (41) barangay created under the City Ordinance No. 86-86A. It is located between the streets of Rizal-Gonzaga and Mabini-Lopez Jaena. It has a Total Land Area of 7.132 Hectares. And it is composed of four (4) puroks namely; Masanag Uno, Masanag II, Nagabinuligay and Balik-gugma. It has been people chiefly by the waves of the migrants from the Northern and Southern part of Negros Occidental. And it has been inhabited for more than thirty (30) years. Extensively economy and culture has been developed.
The Barangay 26 is called the “High Volts” due to that the main office of the Central Negros Electric Cooperative other known as CENECO. The Annual Festivity of Barangay 26 celebrated every 11th to 14th day of June in Honor of Saint San Antonio de Padua. The four (4) days of festivities, its includes for Sports Competition such as Chess Tournament, Basketball & Volleyball Leagues for men & women, Junior, Seniors & Elderly. And has also cultural presentations (Singing & Dance Contest), parlor games for the children and cockfights. The Charter Day of Barangay 26 celebrates every December 4 to 5.
When Former Eusebio Agoro elected as Punong Barangay of Barangay 26 in 1977, and he was the first Punong Barangay in that time, followed by Punong Barangay Late Luis M. Pinongan Jr., in 1980 until 2002, the improvement it was rapidly growing more on infrastructure and has been developed and succeed. And in the middle of 1985 to 1990 many business have been developed such as printing press, machine shops, small sari-sari stores and other business.
In the year 1990, the Barangay 26 is the first time joined the Masskara Festivity for the Dance Parade Competition and it doesn’t continue in 193 due to lack of financial support from the City Government and other private sector.
In the year 1994, the Barangay there was a livelihood program and the Sangguniang Barangay and the City Government organized it. This livelihood program was a cooperative and the purpose is to aide the community to add their daily income and to meet their daily needs. However, due to lack of financial assistance and poor management the cooperative was suddenly stopped and the economies of the barangay were affected and the poverty was increased. The Sangguniang Barangay did not lose their hope and faith that they could find the solution of the problem.
In the year 1998, The Barangay joined the “Pamaskua sa Barangay Contest”, a search for the brightest, cleanest and greenest during the yuletide seasons. And won a third place and it was sponsored by the MBC-DYEZ and the City of Bacolod in cooperation with the Association of the Barangay Captains.
In March 15, 2000 former Sangguniang Kabataan Chairperson Christie Betsy May Barraca tenders her resignation due to personal reasons. Furthermore, Mr. Ralph John P. Trujillo was 1st SK Kagawad automatically take over the position as SK Chairman.
Last July 15, 2002, the synchronized Barangay Officials and Sangguniang Kabataan (SK) elections were held And Mr. Warlito B. Vicera was elected as a Punong Barangay and SK Chairman was Mr. Patrick B. Halili. And after One (1) year Punong Barangay Warlito B. Vicera was resigned went to U.S. and was take over as Punong Barangay, by Mr. Orlando Ramos the first Kagawad.
The synchronized Barangay Officials and Sangguniang Kabataan (SK) elections last October 30, 2007, Mr. Antonio L. Arroz was elected as Punong Barangay and Sk Chairperson was Ms. Keah Karilene R. Ferraris.
Last October 2009, the Barangay 26 joined the Masskara Dance Parade Competition and was the first time won for Barangay Category as rank N0. 6.
The synchronized Barangay Officials and Sangguniang Kabataan (SK) elections last October 30, 2010, Mr. Antonio L. Arroz was elected as Punong Barangay and Sk Chairman was Mr. John Ronald L. Ligo.
The main source of their livelihood by way of averaging 71%, who are employed, 18% a small business of Sari-sari stores, 6% Trisikad & PUJ Driver and 5% are unemployed.
The Barangay 26 has a total number of populations of 3,248 this is based on the record of the BHW’s and BNS as of CY-2010. The total Number of voters was 2,533. And the Total number of household was 1,967 and it is subsidies into four such as: in Purok Masanag I – 964, Masanag II – 778, Nagabinuligay – 497 and Balik-gugma 294. And the total Number of the Sangguniang Kabataan (SK) members was 167.
