Barangay 23, as one neighborhood community within Bacolod city, through presidents Decree No. 557 structures September 21,1974, because the basic political unit in the Philippines Local Government System. It only on December 17,1983.  City Ordinance No.08 approving and adopting delineation of boundaries of 61 Barangays in the city of Bacolod. All powers, functions, duties and responsibilities of Barios, Assembly, Councils and officials  enumerated in the revised Bario center (R.A. 3590) was assimilated by the Barangay in the shaping up public policy Barangays play their participation as well.
