Barangay 21 is like the most uran barangay of Bacolod is situated at the heart of the city. It was created by virtue of the Presidential Decree No. 86-86-A promulgated by then Pres. Marcos in 1973. It's progenitor wa the citizens assemlby.

 

It's natural and physical boundaries consist of mambulock creek, Lacson St, Rizal St, Cuadra St, Galo Locsin St, and Gonzaga Locsin St.

 

Indeed much is to be desired to address the various problems confronting the community, being situated in a benighted area and often referred to as the tondo of Bacolod, but with the failing support and cooperation of the constituents no to mention the charismatic leadership of the Punong Barangay as well as the relestness effort of the Barangay and purok officials, these difficulties did not remain insurmountable.
