Barangay #16 have various names; Its original name was Lupit Baybay for it was near to Lupit Church and its shoreline; the other name was Libertad Baybay for it was at the end part of Libertad Street or baybay. It is a coastal barangay but categorized as an Urban for it is also located near the downtown Bacolod. Its Land Area is fourteen (14) hectares and composed of ten (10) Puroks, known as; Purok Adarna, Aguila, Dalawidaw, Kingfisher A, Kingfisher B, Maya, Paloma, Pitaw, Punay and Purok Tulihaw. It also have a Barangay Chapel, a Public Bathhouse with Comfort Rooms, Ang Pangabuhi-an Center, Water Re-filling Station, Day Care Center, Covered Court, SK Hall with Library, Barangay Tanod or COMPAC office, Feeding Center and a Wellness Center. It also have fIve (5) Public Elementary Schools, namely; ETCS I, ETCS II, ETCS III, ETCS IV which will soon be constructed near the Senior Citizens Office and the Rizal Elementary School. The monument of Dr. Jose P. Rizal and the Rizal Park and the City Public Library are also found at Barangay #16.
Among the sixty one (61) barangays in Bacolod City, five (5) barangays are considered our neighbors. These are Barangays #13 n 14 at the Southeast; Barangay #34 n 35 in the Northwest and Barangay #36 at the West portion.
