          Barangay 14 was established in 1960 under the administrator of the Mayor Romeo “Roming” Guanzon, & and the presidency of deposed President Ferdinand Marcos.

 

                The residents of Barangay 14, based on the accounts by residents, are from the Guimaras Island who was former employee of the Panay Shipping Corporation. These families used to go back & forth from the Guimaras t o the formers Yulo’s Prk, using small boats carrying lumber. The first families who first resided the barangay were Retita, Ramos, Aquino, Temprosa, Marquez, Ang & Gomez.

 

                Barangay 14 is best known as the hub of culture and political of Bacolod City. The nationally- known Yulo’s park is actually the residential mansion of the former speaker of the House of Representatives, Jose Yulo. It is here where local & national events took place especially during the presidency of Manuel L. Quezon. It was also the residence of former Mayor of Bacolod, Alfredo Yulo.

 

                The first three (3) puroks established during the time, were Dawis, Yulo’s Park & Rosari-San Juan. These puroks was formalized during the incumbency of the first Punong Barangay- Barangay Captain Francisco Turbanos.

 

                Turbanos was then succeeded by Juan Marquez. In 1986, Romeo Ramos Sr. was then appointed as OIC Punong Barangay by OIC Mayor Rematche Parreño during the Cory Administration. After the ratification of the 1987 Constitution, Mr. Eduardo Maningo replaced the appointed Punong Barangay. He was replaced then by Ervin Barboza, who serves as Punong Barangay until 2001 Sheryl Ferrer was elected and was dismissed by the Ombudsman and replaced by 1st Kagawad Geronimo Aquino.

            In 2008, Romeo Ramos Sr. was elected as Punong Barangay, and presently Geronimo M. Aquino was elected as Punong Barangay.
