Barangay 31 is classified under urban Barangay. The Barangay income depends on its share of the real property tax and revenues collected by the city government from different establishment and other sources in the Barangay. As of 2012, the Annual Income was Php 582,162.21.
Barangay 31 is strategically located within the city proper. It has a total land area of 17.5832 hectares and with a total population of 2,336 as of April 2009 and Voters Population 1,301 as of October 25, 2010. It is composed of Five (5) Puroks namely Sta. Ana, Sto. Tomas, Sto. Niño, Fatima and San Sebastian. It is bounded by Barangay 28 in North, Barangay Taculing in the East, Barangay 40 in South and Barangays 30 and 33 in the West. The Barangay Multi-Purpose Hall of Barangay 31 is located at Sta. Ana-San Sebastian Streets beside of Our Lady of Fatima Church. Different drug stores, private medical clinics and laboratories are located in the vicinity of the Barangay. Sidewalk vending is one of the major sources of livelihood during day and night. One of the known landmarks of the Barangay is the South Bound CERES Terminal.
Graciano Lopez Jaena Elementary School is the one public elementary school and no high school within the Barangay. For high school students, most of them enrolled to Bacolod City National High School (BCNHS) and Negros Occidental High School (NOHS). Asian Business Institute of E-Technology, Inc. school for Vocational Courses only they offered.
