It was in 1961 when Barangay Cabug was chartered as a barangay of Bacolod City by virtue of Republic Act enacted by the Philippines Congress. Before its charter, it was only a sitio which is part of Barangay Sum-ag with the sitios of Punta Taytay and Pahanocoy. During the early times, the place is predominantly swamps. The local folks claimed to have noticed numerous bats or “cabug” in the place. It is a kind of a bird yet categorizes as a mammal which only appeared during the night and known to have possessed extra-ordinary sense of sight in the dark. It hides during the day for it cannot stand in the brightness of daylight. It fed itself of fruits and wild fruit trees and shrubs. Because of its obvious number, the place was called Sitio Cabug.
Cipriano Malayang or “Tio Panoy” was the first Teniente del Barrio. There were only few families who lived in the place then. To specially mention, the families of Ciriaco, Relota, Daniel Ruiz, Cesar Ilon, Arsebio Magallanes, Ricardo Endonila, Tomas Magalona, among others. Almost of the families came from few clans, that is why everyone knows everybody. To these days, nobody from among the natives still survive, yet their children and grandchildren could tell the story of how those families supported Cipriano Malayang and the very hard times they encounter the properly represent their voice to the local and national government for the place to be recognized as an independent barangay.
Finally their efforts bore its fruit when Sitio Cabug was chartered as a Barangay in January 1961. From then on the barangay was slowly taking its shape. The temporary school building made of nipa leaves and bamboo groves was constructed near the home of Teniente del Barrio Cipriano Malayang. Later, the late Don Iluminado Nessia, Sr, or “Tio Nadong” donated a portion of his land as site to the proposed school building to encourage the local government to construct access roads to the national highway. And so it was done. The present elementary school that has so far produced countless of professionals bore the name of the donor for his generosity.
Cipriano Malayang, with the untiring support of his constituents facilitated for the construction of the elementary school as the Cabug Primary School which is its previous name, the road connection Barangay Cabug to the Cegasco road and the barangay road.
In 1968, Nicasio Malayang ws elected as the next Teniente del Barrio. During his term, he facilitated for the construction of the Cabug Bridge or the “Taytay Cabug”.
Emmanuel Malayang, the son of Tio Panoy Malayang became the third Punong Barangay in 1972. When Martial Law was declared, the barangay assemblies were organized throughout the country. Presidential Decree No. 86-A was issued as guidelines for its functions and organizations. Since then, the heads of the barangays were called Barangay Captain.
Mr. Emmanuel Malayang served for 22 years (1972-1994), the longest term ever served by a Barangay Captain in the city of Bacolod. During his term, he and the rest of the members of Barangay Council were able to facilitate for the construction and establishment of the Barangay site 1978. Barangay electrification in the early 80’s, construction of Barangay Hall, Children’s Park, Day Care Center, stage and basketball court and for the initial concreting of barangay roads. Our children’s park has long been recognized for its well planned structures and shady trees around it.
In 1994, Atty. Iluminado Nessia, Jr. became the next Barangay Captain. During his term, he facilitated for the complete concreting of the barangay road and the road connecting the circumferential road. The families have also donated another site besides the Don I. Nessia, Sr. Elementary School as the site of the 10-years old Sum-ag National High School _ Cabug Extension, now named as Rufina Nessia National High School – Sum-ag Extension; and for the operational of the Fray Luis Amigo Health Center run by the Capuchin Tertiary Sisters. The barangay market was also constructed during the term. He also led in the tree planting activity in the thoroughfares of the barangay which now have provided sufficient shades to the passers-by.
Riboni M. de Paula became the next Punong Barangay in 1997 – 2010. During his term, he facilitated for the construction of barangay gym and stage, multi-purpose hall, the 2- storey barangay hall, 2 units of the system, day care center in Purok Lechonan, water tank and hand pumps at the different puroks, multi-purpose court at Purok Torrecampo, development of plaza; electrification and at various puroks.
It was during his term when Barangay Cabug was awarded as the Cleanest and Greenest Park in 1997, Best Barangay in 1998, 2nd prize in the Inter-barangay Clean and Green contest in 2000; 3rd prize in the Child Friendly Barangay in 2000; 1st prize in the Inter barangay Clean and Green contest in 2001; Regional Awardees in the Husay Balangay Project; 1st prize in the Christmas Belen contest sponsored by DMBZ-DYEZ and the city government in 2002; 2nd place in the Christmas Ark competition in 2002; 2nd place in the Cleanest and Greenest Barangay in 2008; Sandugo Outstanding Local Government Executive Awardee in 2009; Champion in the Electric Masskara Float Competition in 2010. Riboni de Paula was the proponent of the Lechon Festival held every second week of January in the celebration of our barangay charter anniversary and this made Barangay Cabug a very well known to other places.
