CITY PLANNING AND DEVELOPMENT OFFICE
The most historic event took place in 1938 when Bacolod was elevated into a City through Commonwealth Act 326 passed by the National Assembly creating the Chartered City of Bacolod. Assemblyman (later Senator) Pedro Hernaez of the second district sponsored the bill. The law was passed on June 18, 1938, but it was not until October 19, 1938 that the City was inaugurated because of persistent rains during the year. Bacolod was proclaimed as Chartered City by virtue of Commonwealth Act No. 404.
President Manuel L. Quezon appointed Alfredo Montelibano, Sr. as the firts City Mayor of Bacolod (now both deceased).
Barangay Alangilan started as a Sitio of Barangay Granada, Bacolod City in the year 1938. Before and after the World War II, the place was known as Sitio Calaparan. During that time, the Mayor of Bacolod City was the late Hon. Alfredo Montelibano, Sr. the father of former Provincial Governor of Negros Occidental and former Mayor of Bacolod City, Hon. Alfredo L. Montelibano, Jr. The first Barrio Lieutenant of Granada during that time was the late Melecio A. Quiachon, the father of the late and former Barangay Captain Patricio B. Quiachon of Barangay Alangilan.
Barangay Alangilan remained as Sitio Calaparan until in 1962 when the said sitio was created under City Ordinance No. 104, Series of 1962, and defined its boundaries as a separate Barrio and took effect on May 1, 1962. The late Hon. Teofisto M. Cordova was Bacolod City Mayor that time.
The first Barrio Lieutenant in Barangay Alangilan was the late Francisco Acot Guadalupe and named as the “Father of Barangay Alangilan.”
The original name of this place was Calaparan, but when the majority of its inhabitants executed a petition as required by the City Council of Bacolod for the creation of a new Barrio, it was changed to ALANGILAN, which was derived from the scented flowering tree known as Ilang-Ilang that was grown in the locality.
Alangilan is very rich of potable water because it has many rivers, creeks, and springs (under earth water), in different areas. The natural springs of Bucal-Bucal which is one of the water sources of the Bacolod City Water District is within the territorial and jurisdiction of the Barangay.
The Yulo Waterworks System was established as Water Utility Firm and laid their pipes in Bucal-Bucal springs in 1960.
On November 1, 1973, the Bacolod City Water District (BACIWA) took over the operations and maintenance of the Yulo Waterworks System of the City. It was agreed and covenanted pursuant to Memorandum of Agreement entered and executed by and between City of Bacolod and Bacolod City Water District. The Memorandum of Agreement was ratified on January 14, 1974 by virtue of Resolution No. 4539, Series of 1974 of the City Council of Bacolod.
On the 124th regular session of the Sangguniang Panlungsod of Bacolod City held on November 20, 2003, City Ordinance No. 346, Series of 2003 was enacted entitled “AN ORDINANCE ESTABLISHING THE BACOLOD CITY NATURE’S PARK IN BARANGAY ALANGILAN”. It was approved on December 01, 2003 by the then City Mayor Luzviminda S. Valdez. The primary objectives of the enactment and establishment of said ordinance are for the purposes of establishment of tree parks, eco-tourism and nature parks to protect the watershed, prevent floods and soil erosion and maintenance of beautification project for the Barangay and the City as well.
Barangay Alangilan is being called the “VEGETABLE BOWL” of Bacolod City. It is the “HOME OF THE FIGHTING COCKS”. On December 15, 1999, the City Government of Bacolod under the former Mayor Oscar Verdeflor, this Barangay was awarded a certificate branding it as the “LAND OF SPRINGS.”
